I watched a U tube tutorial once on Ti anodising.
The guy anodised parts a bike frame by connecting one side of the circuit to the frame and the other to a metal plate onto which was fitted a thin sponge soaked in something - I assume it was borax of something similar.
The metal plate was mounted on a stick (he called it a wand, but he was a Yank) and he painted the anodising onto the frame.
So I guess you can do it.
He was just using 9v batteries so you may need to be a bit more careful with your power supply.

Take the contact that would be on the plate in solution and connect that to something like a brush dipped in the electrolyte
The other contact needs to be in touching the ti
